i was germinating some seeds and one pop out the seed, its the first time this has happen. so do i just plant that white root part or the whole thing is usuless???

Lol, that's no problem. It's actually a good thing, occasionally some old seeds have trouble getting the shell off. Gently plant it up to the leaves in moist seed starter soil, with the leaves in view of soft light.
