germination delay

2 out of 3 seeds have germinated using paper towel method. The third still hasnt moved and its been 6 days now. How long till i can assume it wont germinate any more? Apparently germination can take almost 2 weeks, but is it half way safe to say that i should add a new seed to replace it? I would only have space for 3 plants so if i add a new one and then both germinate i couldnt keep both. Also its 10 bucks a seed....

not enuff space to veg 4,,squeeze em in if it happens,,in case both shoot up,,give the seed a day or two more,,but I'd start another just in case,,if ya can squeeze em in and one goes male,,you'll be glad ya did,I don't germ em first,,just drop in dirt,,and usually 3-4 days it's up

its feminised seeds and there really isnt enough room for 4 plants... guess ill add another seed though, been a week now, unless anybody suggests theres still a good chance for it to germinate?
