germinating old seeds

i bought over 700 old seeds for $50 (i actually sat there and counted 700 then stopped counting) i gave about 20 to my friend (for free of course) he managed to succesfully germinate 3 the normal way, and he also just stuck 5 seeds into pots of soil and 3 of them sprouted. unfortunately all but 1 of his plants died and the one that is alive is growing in the same pot as a house plant. he tried germinating almost all of his remaining seeds and none of them worked. i tried germinating about 15 seeds and none of them worked, i also tried just sticking a few in soil and that didn't work either.

are there any ways of improving the chance of germinating old seeds?
 
about 78 degree heating pad soak overnight first in peroxide then dump out next day just keep it moist once split put in cup about 3/4 full with soil add rest as plants grow and shoot up i keep mine on heating pad cover with serran wrap and rubber band punch about 2 oles each keep covered untill show then uncover and nder flouresent light until i transplant at about 3 weeks and put under big girl lights
