is this okay to plant? i'm not sure. this is my first time germinating.

hey, nice one. the two in middle are good to go as you can see the white taproot. But don't touch the taproot with your hands, use twissors or something. The taproot is your root so plant it face down.
 
should i water them?
Don't over-water them as they need O2. Maintain constant moist only (a little water spray for example), make a hole in your soil (no more than 1/2inch), place the seed (don't touch the white root) with root facing down, gently cover the seed but not tight to allow it to push through, & keep in a high humidity area. When the seed sprouts its head it needs light. Just remember that a lot of problems with growing is caused by over watering & bad pH levels - its actually better to underwater than overwater. You can germinate seeds straight in soil/less media, they don't need to be put in paper towels or soaked in water or anything, and they don't need a dome nor do they need high humidity. Cannabis comes from arid, temperate regions.

Don't be afraid to water properly. Best thing to do is pre-moisten the mix prior to planting (say with a spray bottle), but then you want to water THOROUGHLY- until the media is entiry saturated and you get run-off. You are not going to 'overwater' them by giving too much water at any one time. Overwatering is more of a 'chronic'-type issue; it results from keeping the media constantly drenched, or sitting in stagnant water. OW is exacerbated by using a sub-par, water-logged potting soil\mix.

There has to be moisture throughout, though, for the mix to even absorb water properly. Surface misting only can lead to dry spots below. You do not want dry spots; roots wont grow where it is too dry. Watering thoroughly when needed will facilitate gas exchange, pulling oxygen into the media (listen carefully and you'll hear it happening). So, water thoroughly when you water. You're not going to over-water as long as you wait until the soil surface has for the most part dried out (before it is bone dry). Use the weight of the containers to help you guage when the water.

Use containers at least 4" tall, e.g. 10-16oz solo cups. Smaller containers will dry out quicker, and different kinds of media will also hold more/less water. Cannabis seedlings get all the water they need from the media with their roots; they don't need to be in a high humidity environment, and such an evironment can actually lead to damping off\seedling death.

Also, when you plant a seed the orientation probably doesn't matter so much. A lot of people seem to think tap-root down is the way to go ostensibly, and that will certainly work. Apparently though a Cannabis seedling actually wants to do a 180, shedding the shell of it's seed as it orients itself.

Other than that, keep it where it is 72+ and give sufficient light after sprouting to prevent them from stretching. I just put my seeds under a T5 immediately after planting.

sir thisd post right here has helped me more than any post i have ever read. you basically just solved my problems with my last grow lol
