Put in the soil when the root is around half an inch, pretty much when ever possible.
And no, don't wait go ahead and put them in the soil before they die.
Plant the seeds that have popped and as they pop plant them about 1/2 an inch into the soil. If you are germing with paper towels put them in a ziplock bag to keep the moisture in and raise the germination rate!
