how long does it take for a plant to flower wen switched to a 12/12 photoperiod

Depends on the strain mostly, along w/grow conditions, to a lesser degree.
At least 7 weeks (rarely ripe), I think, and up to 15, or more for the sativas.
Then add a month (or more) for proper cure for prime results.

F you're gonna grow, you really oughta do some readin'

Of course it will vary at least slightly from strain to strain to greatly at times even if you know the strain and can see that the breeder claims ‘X’ number of days to ‘Z’ number of days or 7 to 9 weeks or 8 weeks or 12 to 14 weeks or whatever those, even the most tightly defined ones is not accurate enough to harvest by. They are what they did growing it and under your conditions mileage may vary.
　
If you know what the breeder claims for a flowering time about a week before the shortest time length start checking your trichome colors and when they are the color that will give you the high or stone or combination of each you most prefer … chop ‘em.
　
If you do not have any idea of what strain it is you can look at the leaves and the nodal spacing and try to guess if it is predominantly indica or sativa (if you have much of an eye it will not be all that difficult of a guess) and then if you study it further and research some you may be able to figure out if it is lightly or heavily predominant in either indica or sativa.

Once you do that you have a half close timeframe to use like the first date of breeder information and then just the same begin to check the trichome color and when things are right .. you take them down.

i just wanna know how long the plant will grow under 12/12 until it tells it self to bud n no i dont know the strain and the conditions are alright its in a closet with a twin bulb flouresent shop light and a circle shaped florescent bulb hanging above it to help it grow strait and i kno its a female i recently swithced from 24 hour light to 12/12 how long will it take till i see pistols bunching or even little buds

You can't know really b/c you have no idea of the gentics its a wait and see type deal! And it doesn't sound like you have very good lighting..I would really try to either get a hps light or a lot of cfl's around it so you get good bud production!! Do you have any pics?

5 days up to 3 weeks, or so, until pistils show.

im on a reallly low budget so i cant afford those expensive light n shit but im still tryin to figure out how to post pics so give me some time

Ya know, I grew under plain old 12$ shoplights for 35+ years, THINKING those real lights were cost prohibitive.
I was surprised how reasonable they actually can be w/a little shopping.
HTG's a decent place to start.
