Flowering Question

Out of 12 plants I had 6 to show to be males and 6 to be females.
Of the 6 females 5 are steady budding
and looking good but one looks to be just vegging no further sign of flowering either way.
Just on a 12/12 schedule with bloom nutes and on the 18th day of flowering. Is this something that can be expected from time to time or should I change something

this happens the plants different pheno types present themselves from time to time

No worries, you probably have a late bloomer.
