Flowering plant problem

3 Plants are growing, all same strain, 2 are looking great some very nice buds forming. All of them have same watering/feeding schedule, all conditions are exactly the same. However on this one plant, no buds are forming. (It has clearly shown its female though)

The top leaves are drooping, and the very top of the small seems very flimsy and is bending over. Some leaves on the bottom are curling up. Even though it has lots of pistils showing, there hasn't been much in terms of bud development.

I had assumed it might not be getting enough water, but I check it every day with a moisture meter. I'm not sure why it's not developing buds when the other two plants are so far along.

If anyone has any idea's let me know. I've been checking just about everything the past 2 weeks, and I'm kinda at a loss for what it might be.

Its probably just a bunk seed. Where did you get the seeds???

Could it be getting over watered and under lit? Try letting it dry out a little more and on your next watering go clean with no nutrients. Rotate your plants so that it has a chance to get some more light...or it could just be a bunk seed lol.
