First time grower question..

I am 3 weeks into my first flowering session, and I am using a 400w hps on three girls about 80 cm . I was concerned that the bottom buds are not getting enough lights. I was wondering if putting a small lamp with a 1700 75w bulb would help, hurt, our not matter.
 
I dont think it will help, usually just take popcorn buds make hash or BHO out of them, but leave them on if they have flowers and resin!
 
Or lightly weight your branches so they lay flatter. I do this all the time. It doesn't stress the plant and all the buds that would be hidden from light are now exposed. Or at least better exposed.
 
I really don't think a 1700k bulb would help, but you'll probably get more answers if you put your HPS question in the indoor, instead of CFL section.
If you don't mind mixing though, and don't want to do Harley's suggestion, surround your plant with some CFL's.
