Hey guys,
So after a good amount of research I have decided on this DIY COB setup that will generate 571.2W with a 65:35 (Photons:Heat Ratio). I am using a 4'x4'x7' iPyarmid Grow Tent and actually still have some questions on ventilation. But here is what I have in mind for my light setup (which I think was the hardest part in my learning).

HLG-120H-C700B x 4 = $188

One of these drivers will generate 700 ma and 107-215V and I plan to power 6 34V COBs (@700mA) in them.

Citizen1212 CLU048-1212 80CRI 3500k x24 = $318

Heatsinkusa 44"x3.5" x4 = $203

I did the calculation on these since my 6 COB setup in my ELG-150-C700B will generate 142.8W and with a photon:heat ratio of 65:35, I will generate 49.98 Heat Watts and as a passive heatsink needs 17 inch square per Heat Watt (49.98 x 17 = ~850 inch square). The 3.5" Heatsink from HUSA cools per 19.60 square inch (according to https://www.rollitup.org/t/heatsinks-for-diy-led-lamps.851907/) 19.60 x 44 = 862 inch square, more than enough to cover the ~850 inch square I need. I also think the 44" will have a nice spread in my 48"x48" tent.

I will wire my cobs in a Series with one driver supporting 6 COBs and one Heatsink. So in case one row malfunctions I will have an additional 3 rows for safety.

Two questions: 1) How do you guys think I can align my 4 rows in a neat fashion inside my 48"x48" tent. 2) I originally planned on using Cree CXB3590s but the costs of the Citizens really appealed to me and after reading that it runs optimally below 50W and as I am using a 700ma Driver that will generate 23.8W per COB, I think it's a perfect match.) I guess the question is how much of a drop-off is it from the CXB3590s?

Total Cost: ~$689 (before taxes/shipping)

Can say I've learned a shit ton from you guys over the past week, thanks!

Sounds like you have really been researching and done your homework on this build. The 1212's are 36v maybe just a typo up above. I figured your setup will be around 600w total. (36v×.700ma=25.2w per cob × 24 cobs=604.8w). Looks like with 24 cobs with a 16sq/ft usable plant space you will get 37.8w per square ft. With the full coverage you are going to have with more than one cob per square foot you should do really well imo. As for bar spacing you could go like 8-10 inches for spacing of your bars That way your heatsinks are not against you walls. Just my insight on your question but im sure others can add or give thier thoughts.

Yes take into consideration your walls! That is one thing i did not, and i feel id have better results if the heat sinks were at least 6-8" from either side of tent or wall. As in my set up with a tent, the exhaust sort of sucks in the walls and your left with more unusable space and end up blocking light possibly even reflecting away. BTW i run CXB3590's can't compare to citizen, id image you will be fine with 24. I run 16 @ 36v attached to a potentiometer with a resister to limit under driving. It can run between 25Watts-50Watts depending on my needs. You can also order your Meanwells from China, takes longer to ship but saves you some coin. Mouser and Digi-key source almost all there stock from China anyways....
