First Indoor Grow and I have Some Questions

Although, yes, it will grow it, don't expect a major yield. If it were me I'd go with some Metal Halide lights for vegetative growth and some High Pressure Sodium bulbs for the flowering stages. A tad bit expensive, but well worth the investment.
 
You will mot get 2 or 3 ozs from a plant w that lil of light some people have a difficult time getting 3 oz per plant with big lights. I want say maybe half oz per plant sure but it depends on veg time

What about LED, I need to use lights that are energy effecient. I have like 400 to spends on light MAX
 
For that cash check out on eBay an Apollo 400 hps/MH cool tube. You'll be way happier with the results. Low cost high power setup. Either solution will require smell solution (carbon filter and fan) might as well give yourself something that will turn you some mentionable weight. I've been down this led/fluorescent path. Just spend a few more bucks and double your stash..... My $0.02

You can get that and a fan and filter for under 4 bills. More like 3

1 I power 4 or 6 inch inline fan (whatever ducting your tent or grow space is cut for) this important for ducting size selection.

And spend the cash on an appropriate size "phresh" brand filter. Smell control is priority 1. Never ever short security.
