If ur using an hid like hps or mh you could go a month plus before u flower from the light it looks like u have an hps. If u are using a less powerfull light like a cfl or fluoro tubes id go no more than 3 weeks. Just remember your plant could triple in size during flowering so take that into account.
 
Do you know anything about the plant's genetics? Whether it's indica or sativa will tell you roughly how much the plant will stretch when flowering begins. Around 2-3x for indica, 3-4x for sativa. You also need to figure out how much space you have before your plant grows into the light and gets burned.
 
You can begin flowering anywhere from 12- +++ inches. I would wait by the looks of your plant until there at least 8 nodes.
 
I'd let it get about a ft or 2 tall before I started 12/12. you get bigger decent buds then but its all up to you! Check out my pics and see what you could possibly have as I am about 2 weeks into 12/12 and the plant is doing great. Good luck

Ahhh a fellow cfl'er nice to meet u! Id give it another week or two. I flower some of mine from seed and some at just two weeks. Theres a guy on here who just had a harvest using 12/12 from seed and he got 7+ grams a plant. With the couple weeks of veg im hoping for arount 15 a plant. Take a look at my journal they seem to be growing fine.
