First grow! Need some pointers please :)

So I started my grow about 3 to 4 weeks ago (will be here throughout the rest with yall), used a bunch of seeds from a half I got and everything went well for the first couple weeks of germ./veg. Unfortunately I had to leave them in my trunk for a few random reasons for about 5 days or so, only giving them about 2 or 3 hours of light every other night with a small 75w fluorescent grow light from wal-mart.

They're about 4 weeks in and are only about 3 to 4 inches tall, is that normal? I was thinkin' they should probably be a little bigger by now, but I'm guessing they just got stunted a little bit when I couldn't give them light.

As of now my setup is 6 plants, each in a 3 gal. pot in organic compost soil (yes, I definitely fucked up... it was free though :)) with two of the fluorescents I mentioned above. Right now they're just sitting in a bedroom with the lights on top of the pots over the plants, but either today or tomorrow I'm gonna get two 40w 4' Plant Grow Tube Fluorescents, a 400w HPS and some FoxFarm soil for them instead of this shitty compost I got and put them in a closet. It's fairly small... so I could possibly be overdoing it with the lights?

Basically I'm just a noob lookin' for some tips, I've been browsing through these types of forums and what not and they seem to help a lot, lots of people seem to know what they're talking about and have plenty of experience.

Really I'm just looking to know if I should go with fluorescent (was going to mix with the HPS btw), or just HPS. That or maybe MH but I hear HPS will usually do almost as well as Halide would for veg and what not. Also how long do you think I should light them for, 24/7, 18/6, 14/10?? Do you think I might be getting too much light for just 6 plants in a closet?

Also, if any of you guys know where to get some good seeds with quick shipping or any helpful little websites it would be much appreciated :]
