First grow...got a few questions for you

Well this is my first grow, tryin it out with some bag seeds before i spend money on good ones. First question i have is about lighting

i have 2 4' t-8's at 32 watts

is this enough light? the plant is only about 5 inches tall

the second question i have is when should i transfer the plant to a bigger pot?
