First CFL grow......my experience so far and requesting feedback or advice

Well I tried to grow once before using a 400w HPS/MHS system. My first grow failed due to high temps and lack of ....knowledge.

So I took some time away and then I got the itch to try again so I made some modifications to my grow closet, added a 500 CFM fan that blows air out and added a passive intake on the other side. This time around I decided to try CFL to keep the temps down as well.

I am using 12 CFL bulbs ranging from 23-27 watts and a mix of 2700k to 5500k spectrum.

Here is a rough time line:

May 16th- Planted from sprouts.
May 26th- First water with nutes
May 31st- Second water with Super thrive.
May 31st- Switched to 12/12
June 14th- transplanted to bigger pot
June 15th- I flushed due to growth stopping
June 18th- Water with nutes.

As you can see from the pictures she is pretty small. I wanted to keep her smaller and start flowering early because I have read about how plants will double their size during flowering.

However it seems like she has really stopped growing much at all and I am not sure why. The first set of pictures were taken on 6-17-10, the latest were taken 6-24-10. You can see only a little bit of growth and you can also see the browning/yellowing of the fan leaves.

I am looking for some advice and feedback on what you guys think.

Do I have a problem that is causing slow growth?

Is there someting specific causing the yellowing/browning? Possible nute deficiency?

I did a PH test of the soil and as you can see in the picture it's about 7, I would like to drop it but not really sure how to change soil PH.

How many weeks do you think I have left?
