fermenatation

i am growing four little seedlings in my closet under cfl's and the growth seems to be very slow right now so i most likely because there not getting enough oxygen.Ive read that the plants can use my oxygen than humans and it should be between 1200 and 1500 ppm to grow 30% faster.I would love to get a co2 tank but right know i just cant afford it because money is short.I think im gonna try the yeat,sugar,and water thing to try to get some more co2 in the closet but i do need alittlte help.Okay, ive read that you should mix 4 liters of water a cup of sugar and one pack of brewers yeast in a milk jug or something and that would release co2 in the air in bursts.Does anyone have any info on doing this and is there any thing to i need to know about this process.

ps.im probaply gonna get a small co2 tank in the future most likely get a 24oz tank for a paintball gun or a 1lb tank from a welding store.If i could find a used co2 tank that will be better and cheaper.what type of regulators should i get for the tank?
