Faucet PPM and first time feeding

The water from tap here is close to 7 in Ph, and about 100-130 on my PPM scale. Under the FAQ it says to keep seedlings and clones at about 150-200 PPM for the first couple weeks. So if I'm not mistaken mine will be 250-300 because I do not count the baseline PPM of 100-130?
