Fans setup timers and etc

Just wondering, I am planing to use a very small grow, to start off, learn the tricks of the trade, to eventually grow commercially, the question I am asking myself, as I am right now using a basement room, that use to be a storage space, L shaped, about 4 X 10 on one end, and 4 x 8 reach the V part of the L, now this is not a big room, the Flowering part of it for now, to start is about 5 x 5, the rest is used with CFL's and Fluo's, and are vegging 7 mother plants, that right now are looking good, about 14 inch tall, some are bushy, some are a little more longer and slimmer.

I don't know why i'm telling you all this, maybe to get you into the feel of the thing. So right now, I am thinking about purchasing a Solistek Digital ballast with remote and timer included. http://monstergardens.com/index.php?route=product/product&product_id=2264. I'm thinking im gonna save on a timer to program, and can daisy chain further ballast bought from Solitek.

The hood will be air cooled, with a 425CFM 6 inch inline fan, vortech most probably. And be daisy chained with a Tall boy 6 inch, dunno which model yet, but im looking into it right now. Now here comes the question, as far are fan's timer, how do I setup the thing? I mean the idea of having the fan always on to cool the light is a good idea, even tho it still affects the arc in a bulb, but im thinking its probably best to do it that way to avoid runing into heat issues.

By how do I setup the thing? I do mean, do I simply install a control unit, like sentinel, and program a maximum temp for the fans to kick on, and depend on that to simply cool the reflectors and lights, or do I need to have an auxilary fan pulling the air constantly trough the light? If I don't will it shortened the bulbs light from the heat soak in the hood? Is having a coolable hood necessary for a 1 light operation for now?

I have a 12' x 12' x 10' room in the garage, divided and ready to insulated and equip, just dont want to jump in too quickly without learning the initial principles and tricks.

So let me sum up the question and add one last one.

1. Are the fans suppose to just turn on when the temp controller ask it to be?

2. Is a 600W setup need a Aircooled hood?

3. Can I use 6 inch insulated hose throughout the hose system, and have a 6" to 4" adapter for the outlet, to have it exhaust on a empty dryer outlet? (im thinking it wont affect the CFM's as we are talking about the last link in the chain, correct me if im wrong)

4. Do I have to exhaust it out? Could I install a simple Air Chiller, maybe 2 of them in the chain, to cool the air and have it shoot right back into the room??
