Fan leaves only problem

She's 4 weeks old, and was transplanted at 2 weeks which is after the prob started. The fan leaves are droopy and the tip was turning yellow now brown. It has been slowly getting worse since there were 6 leaves, it has just now started leaves 15 and 16. all new leaves are fine, the main fan leaves and the other 2 main leaves are starting to wilt too.

At what point can i snip those first fan leaves off, or is it' not a big deal since the other newer leaves are ok?

looks like over watering, nute burn and ph is off and probably not enough light.

What could small white spots or marks be? They almost look like spray paint when it catches the wind and gets on something, very lightly.

I figured out the white spots. There calcium deposit from the water I have been spraying them with.
