First off, no you're not.

But, I'll play along anyway; The same laws which attempt to remove unfairness(racism), also handicap any future laws of race-based economic/educational restitution. Therefore the only option people have is to organize private efforts, which I would support.

Perhaps there are some black owned businesses out there with lots of black employees and these employers offer to pay for college for their employees and/or their employees family members. Then perhaps potential customers like what they're doing so much that they choose to give them their business and it fuels a positive cycle of wealth/education for a group of people that were historically limited in these areas.
