Fabric pot problem and defoliation?

Tomorrow is the last day (21) of week 3 into flower, they both just started budding.
I was told if I defoliate at all right now would be the time to do it?
But I've also been told not to defoliate anymore at all? What do you guys think?
They are pretty damn bushy...

Also what is all the white powdery mildew looking stuff on the side of the fabric pots, is it anything to worry about? I did overfeed them recently which caused a bit of nute burn, I thought it might have been from that.
It has been like that before, just not as bad.

That residue is likely from dried chemical salts leeching through the fabric. If it's mold it will be fuzzy and can be eliminated with a solution of hydrogen peroxide, rubbing alcohol, and water, sprayed lightly from a spray bottle on the outside of the pots. I would defoliate anything.

i do a light pruning at week three, nothing like a "defoliation", just to open up the plant to light and improve circulation. i take off maybe 30% of the bigger leaves. i've grown clones from the same plants side by side, and the ones i prune at week three yield a good bit more.
