Enough light for 1 plant or no?

There are 4 - 2700 k, 2 -3500k, and 1 - 6500k. I have 2 clones on the right that are sharing light with the right cola of the female.
The cola towards the back as 2 lights, the one in the front has 2, the one on the right shares 3 with the clones.
The left cola shares residual light about 6 inches away from the back lights and front left lights. The light screwed up the picture, but will give a better idea.

They are all 100watt (nonequivalent) bulbs. The reason I ask if its enough light is its been flowering for a bit over 4 weeks and the buds are still tiny as shit. The plant is about 3 feet tall right now.

What do I need like 10 lights? And is it better to seperate all the lights and spread them around the plant or leave them in bunches up by the colas?

Basically your goal is to have no shadowy areas. You want your plant to look like it's bathed in light from all angles. The light from CFLs is only useful for about 2-6 inches. Any part of the plant that is further away than that from a bulb isn't getting much usable light. Your plants do look like they have shadowy parts in the pics. You do have a lot of light wattage which is good. It seems like you would get more use out of the bulbs if you separated them and placed them strategically around the plant. You want the bulbs to be as close as possible to as much green leaves as possible without burning the plant.
