End of august, Not Budding!!! Help

Hello, I started growing two seedlings in June and they grew indoors for about 1- 1/2 months. I put the pots outside at in mid july. I came back a few weeks later to realize that a storm had just killed my plants. I went to florida for vacation and when i came back a week later, i realized that my plant (only one recovered) grew about 10 nodes each about 6 inches long. Amazing right! So lets say that they are a good 2 1/2 weeks of veg from clone, because that is the approximate size that a clone would be at this point. I am trying to keep the plant as a whole under 1 ft and i am currrently lst'ing the plants (working great). I am a little concerned though because it is the end of august and it has shown no sign of sex nor budding. Did this big kill stunt the plants for a few weeks? I live in the northern part of indiana. Any ideas?

P.S. plant is bagseed, looks like an indica sativa mix, not quite sure though

well, it may be young and not ready to show yet, it also may be sativa and have a longer flowering time, pics would help, your not in to much trouble because you still have august, september and you should get a week or two in october if your lucky, i live northern usa and get october some years, dont worry to much just give it some time you should be okay, plants usually only take 9-11 weeks unless its sativa
