Electrical Q: Detached Garage w/ Unit Above It

im thinking about putting up a tent in my detached garage. the problem is that there is another unit above it. i was wondering how the wiring of that unit would be with my garage. if i set up my lights and fans would the electricity be coming from their unit and they get charged for it or would it be connected to my unit? im going to run near 900 watts including fans so i dont want my neighbors to get charged for that and complain. does anyone know how the units would be wired in a situation like this?

additional info: my neighbors unit is all on the second floor. it sits above three garages, one is theirs one is mine and the third is another neighbors. the three garages are all attached to their unit and completely detached from mine and the third neighbors. there is only one outlet in the garage if that matters. i can get a pic later to show how its set up if my description isnt clear enough.

lol yea its hard to explain it. basically theres three garages, its all attached to my neighbors unit which sits on top of the garages. they are not attached to my unit at all only to his. i was wondering if the electrical outlets would be connected to his unit or mine since it seems all the wiring goes to his unit.
 
Call the electric company with the meter number and they can tell what it is connected to and whether the garage is separate service.
 
Are they purpose built apartments, or a house converted to apartments? If they are actual apartments, I would say the garages might be on a "house meter". Meaning a separate meter for outbuildings, communal laundry room, security lighting, ect. that the property owner pays the bill for. It doesn't seem likely to me that they would run the garage circuits back to an apartment in another building.

But, too many variables to say for sure. Like if the main service entrance is on the garage building, you might be paying for your garage power. If I was trying to figure it out, I would shut the power off at the main disconnect to my unit, or flip the breakers, depending on the setup. Then go plug a radio into the garage receptacle to test for power.
