Secondly, he was so concerned about his fellow Americans, what did he do?

Nope. He bought a first class, one way ticket to China and tried to sell it.
They laughed him out of China and he wound up living in the Moscow Airport. The only reason the Russians let him stay is to piss off the U.S.

Because he as a government employee attempted to sell information to a foreign power. That is called treason. It doesn't matter what level of clearance the information was at the time.
