I got my pH meter and a tds meter on ebay. Spent about 50 total.

I think a decent pH meter will be 30 and a decent ec/ppm meter about 60. So for 50 I don't know if you can get a good investment. It doesn't matter how cheap they are if they don't give you reliable readings.

Make sure the pH meter comes with batteries, and comes with Calibration Solution, or Calibration Solution is available.
Avoid USED, make sure it comes packaged in a box. Make sure it comes with batteries, they can be $6.00 or more.
If you can not afford both, get the pH meter first.

Oh and what about this http://cgi.ebay.com/7-in-1-Meter-Te...in_0?hash=item35a351542c&_trksid=p3286.c0.m14 ................... THis seems a little to good to be true, when three in ones are like 150 at cheapest

A good pH meter with batteries and calibration solution is about $50.
Those $7 and $12 ones are junk.
In each post, there is a Post #, and a little blue scale, looking like this:
When someone helps you, advises you or says they like what you posted, you should click those scales in that post, and leave your name and a comment.
Then the receiver of the + REP should return the favor and give you REP back.
It is good manners.
