Easy? Question. How much water in tray should there be

I bought a cloning/ seedling dome and tray with heat mat combo. And I was wondering how much water should be in the bottom tray?

Currently, I have it filled to where my my top tray dips into the water, and fills the bottom of the top tray (the one with holes on the bottom if each slot). Is that too much?
