Im new here coming from grasscity, but this forum seems to be a lot more informative so here I am! :bigjoint: Im trying to start my first grow here in my apartment, would this be good?

For just one massive plant? I plan to run CFL's because Im on about a $200 budget and I dont want my electric bill going up (HPS). 2 26watt 6400k bulbs for veg and 4 42 watt 2700k for flowering, correct? How many watts of HPS do I need for just one plant? Will it run up the electric? Thanks guys
 
Should I just try in soil first to see how I do or just buy a bubbler too? What Id like to know is how many watts per plant for HPS lighting? I read that CFL can create light/fluffy buds, which I dont want. I want some heavyyyy nugs! Help please
