DWC co2 Complete

I'm using co2 at approx. 1500 ppm controlled by an advanced controller,my plants are about 2 weeks into flower and the buds took way longer to start flowering and are not as big as I expected. Their is no other problems except temps around 60-70 and RH lvls around 50-70 percent which is emergency vented after 70-75. My plants have all other essential elements;perfect nutes,perfect air flow for co2 and transpiration,cooled lights, industrial air pump for bubbler,totally sealed room no light leaks. ph balanced always,everything is key,is the co2 delaying bud? Any help would be appreciated from an advanced experience grower. Thanks. This is totally leagal grow wouldn't have it any other way.

LOl,has anyone ever had delayed budding when running co2? If you have I could use the info. and if you did what did you do about it. Did you fix it?
