No, the bulb 600/400 W will not give the same yield or potency as a 1000 W.
You basically have two weaker lights coming from one point - while the total PUR output may be the same or more the way it is delivered to the plant is different. It falls into the "average light output" fallacy of LED lights.
We need an intense light source to overload the plants light receptors, to turn them off so they send a chemical signal to the rest of the plant that says "GROW LIKE CRAZY! Don't hold any energy back because we'll get lots of light later because we got lots before!"
I've gotten better yields with a 600 W and a light mover than a 1000 W stationary because of changing light angles (more light receptors hit) and short periods of intense light over all flowering plants. Less money, less heat, more yield, more potency, less flower time. I wouldn't get the same with a (400W HPS / 200 W MH).
