Does this light have any worth?

I had to move my t5 into my flowering room because I needed more light so I went to Walmart and bought this weird lights of America grow light. Its a t12 I think, 7100k spectrum some type of purple it had a diffuser and I removed that. I had placed it in my veg room last night and the plants seem ok but its not very bright at all. My question is, is this light any good at all or should I go find another light for cheap? If you guys recommend a light I only paid 10 bucks for this one so please keep recommendations under 30$ US and the space is a 3x2x5foot grow tent (lighthouse hydro) I have a 100w equiv 6500k and this purple t12 in there right now. This tent is only used for veg.

Found out its a 7800k spectrum light not sure if its going to work only one way to find out I guess.

I think it would be good enough to keep a plant alive but I wouldn't expect too much out of it. even a couple cfls would do better IMO

I use as little as a ~1/3 of the power I use for flower, in veg. (But all LED and I over head lighting)

thought it may be a place to start, I remember supra just recently said somethin about how much less he runs in g as well (maybe I was hyroot, idk)
