Does dimming change the spectrum? -also lenses?

Does the color stay the same no matter how much the output is dimmed? Or, do certain frequencies of photons need a certain amount of power before they start appearing? Along the same lines....Does a harder-driven COB produce a different color light than the same COB driven softer?

And also, do lenses change the spectrum?....Would the temperature of a 4000K COB be changed to something closer to a 3500K? The reason I ask is because that is what I was told back a few years when I was going to get an Optic Vero 29 fixture -by the guy at Optic. I suppose it depends on the kind of lens and the quality of the glass....otherwise, it just seems that at least some of the output would be filtered....thus lowering the "K"....right?
