Does a vertical bulb send any light straight down?

Know what I mean? If you put one plant directly underneath a vertical bub, would it get get any light?
(I know vertical bulbs are meant to produce horizontal light and the plants are arranged in a ring around it.)

It does but it's not the ideal place to place a plant.
And how would you even do that if you want plants all around the bulb (as I assume since it's vertical).
