Does a 50 watt metal halide bulb require a ballast?

I'm a rookie at growing, so forgive me if this is a dumb question. My one & only seedling is a mere two weeks old and i'm trying to get everything prepared from now for the veg stage. I plan on using a 39w/50w metal halide bulb , will i need to use a ballast?

All HID lights require a ballast regardless of size.

You're better off with a T5 fluorescent setup for veg.

with hid voltage is stepped up as far as I know, this requires a ballast.

Thanks for the advice!! what are my light setup options for flowering, considering i have no ballast for HID lamp, if any?
