Do these look typical for 3 week old Sativa dominate seedlings? I only have autos to compare with and I find they grow faster.

No they look extremely small. Despite taking the photos with your blurple light on you can tell there is something going on with the plants. I see discoloration of the leaves, burnt tips, and some curling.
More information on your grow would help. Grow medium, are you feeding them, water/feed amount and schedule, light type and distance to the plants, pH, etc.

Seeds are from 4 well known banks.
My F/U.... I did forget to turn off half of my 1200w led for the first two weeks.
I feed only small amounts of water with small amount of seaweed extract.
I made sure my starter cups are moist never dry to begin.
I am hoping that the 1200w opposed to 600w is the issue.
Being only a few weeks into the grow, if necessary, I will scrap it all and begin again with lower light settings. Just hate losing 3+ weeks.
Growers with experience, What do ya think?

Forgot to say I use led light meter which has become my go to growing tool.
My seedlings were getting around 45,000 at 1200w and now the reading is 25,000 at 600w.

they are overwatered for one you can see n the pics and from the leaves looks like you have bugs thrips or leaf miners maybe
