do i need to get my hps lower?

does it look like the hps is too high above the plants for it to actually be doing anything or is this allright

the lights about three feet above the tops, would dropping it down a foot and a half have any sort of huge affect on em or are they still basking it all its glory
 
You need to drop the light to 18in.and add a circulation fan.
mh lights work better for veg.you might think of getting one.
 
Those CFL's look like they maybe be blocking the HPS from lighting your plants in full. Also you could just use the CFL's to grow then switch to the HPS for flowering.

Depending on how many watts for your HPS is how much light heat will hit your herbs - also the space too. I figure if you have a 200 watt lamp then you would want it 8 - 12 inches above your tops depending on circulation but that is a guess estimate. Testing your limits could cause burning or loss of light though.
 
At that age I keep mine about 2 feet then a little older 18 inches. I am assuming that is a 250 or 400 watts if it is higher then a little higher from the girls. Just my $0.02.

i want to somehow get the cfls like at the same level as the plants and its a 250 watt hps so i guess 18 inches is what ill take it down to and see what happens there im about to go to walmart and see what i can get i also want to get another little lamp so i can get two lamp posts and have 4 lights on each one

and i do have a fan in there, actually two you just cant see em
