Do I need a new ballast?

So I came in and noticed that the light was not as bright. 600w mh brand new bulb, the ballast has run at least 1 year of 18-6 and 12-12. It was running for 2-4 days non stop. I gave it some rest and then when I started it up again it is making noise, a constant hum and the light is flickering. I tried another bulb, an hps and the same thing, noise and flickering.

Is this a magnetic type ballast?
If yes, replace the capacitor.
If it is a digital type ballast, I dunno.
 
Sometimes they just need a vacation. Somewhere tropical and warm works best for magnetic ballasts and a more temperate, marine environment is best for digital ballasts.
 
That happened to mine last year but it wasn't the ballast. I plugged it into a different outlet and different breaker and it worked fine. Just a thought.
