Do cops in cali do random grow inspections?

do people who legaly grow there own meds under prop. 215 have cops showing up from time to time to inspect there grow (regardless of how many or how few an amount of lights are being used) or does something have to tip them off? is there a list they can just pick a random name from? do power companies tip off the cops or dont they care how much power you use as long as there getting paid?
lets say i live in an area where i can only grow according to the "state" floor limits of 6 budding plants and can only have possession of 8 ounces of dry bud and i keep my grow secret and smell free BUT IM USING 5K WATTS to grow my 6 budding plants; would that be legit?
 
why not? i feel that you should harvest as much as possible with each grow so as to always have a steady supply of dank; even though burying all that bud is a back breaker! any thing could happen ya know; your backyard grow could be doing great when all the sudden disaster of some sort strikes and your outdoor harvest is fucked and youve got no meds!

i get what your saying but most counties are reverting to the floor limts that the state of cali has set forth, and by the time i move there in 4-5 yrs ill bet all but 1-2 counties will follow the state guidelines!

You do not need to turn in any paper work to the government to have a 215 garden. So, no. They shouldn't randomly show up or have knowledge of your garden.

As far as I know, no such lists exist that they have access to without a warrant.

Can't speak for Cali as a whole, but in the bay area (PG&E), if you use an automatic payment method no human being sees your bill unless you bounce a payment. As long as you pay on time, you're solid.

I don't think there are any counties which still have a wattage limit, so you're good. Just remember the law says 6 flowering OR 12 vegging, not both.
