Diy led grow light

Hello RIU, with all the information available on the net about LED lighting, each company claiming to be the best, and so many horrible products available, the thought of having a custom made LED panel where you control every detail seems more appealing to me. My question is this, if money is not an issue, how would you create your own led panel. Please include:

1. LED brand/wattage- Including approximate actual wattage consumption per panel
2. Number of LED's
3. Angle's and wavelengths, LED size...
4. Driver

I'm not incredibly informed about LED's so if I have missed something please feel free to include that also. I am hoping at least a few people will respond to this posting, as I would really be interested in seeing what the more experienced LED growers have to say about this! I may also try out a few of your suggestions and experiment with growth.

I am in China, my girlfriend is also Chinese, communication with the Chinese manufacturers is not an issue, and the probability of getting better quality products is much higher because of the rules followed in China, which my girlfriend is quite familiar with.
