A lot of strains simply won't show obvious bud development in the first 2 weeks of 12/12 - Not obvious bud development to a newbie anyway, after a few grows it will become quite obvious to you! 
... Be patient man, in another week or 2 you should see something! What strain are you growing? Sativa dominant strains tend to have longer flowering periods and therefore take longer to show signs of budding in the beginning!

growing 100% indica seeds. picked from Nirvana based on the plant height to be the shortest for my Home Depot 3'x72" white garage cabinets.
Sealed one side of front door with ¼" foam/adhesive role to light proof, but it's not 100% but pretty close. Using the same 45watt CFL grow-spectrum bulb to grow and flower.
I try to post a two pics if i can figure out how to do that ....

your plants look good how long di you veg for?

Veged for about 35-37 aprox days. Did a lot of prunning per the Cannibis bible instructions just because they were getting unmanagble and lower fan leafs showed lack of light. The bible said be weary of cutting these lower fan leafs because they provide sugars (i think to the buds). Maybe I'm ok if I don't have buds yet. Another goal the bible said was to try and maintain an even grow height in the cabinet.
