Deformed clones and major problem with a seedling

Alright first off I've got this big problem with one of my seedlings. It's 2 weeks old and obviously has some N defficiency but there's another problem. The top half of the plant's leafs look like they've been burned in the middle of the leaf. I have some good pics of it.

PH has been around 7, havent been using ferts (watered with ferts first time today cause of N def.). Using tap water that sits out. MG organic soil. Under some 23W daylight CFLs. Temps range from 70-77

Also my clones from my flowering girl finally took root after 3 weeks and started growing fast. They're growing real deformed though. Take a look and its be good to have some opinion on what's going on.

Someone have any ideas on the seedlings? It's an obvious problem because all new growth is growing like that...With a skinny death ring in the middle of the fan leaves...wtf..

I have the EXACT same problem I have absolutely no idea what it is, I haven't given enough nutrient to get any lock, the strangest thing is that some of my plants have the issue and some don't. my G13 Haze seems relatively resistant and most have grown normally and are very bushy. my internode length is good, an inch maximum, All my plants are pretty bushy, but i dont let my 600w get any closer than 24". Also it does not seem to concentrate on the hottest or brightest plants... picking them for seeming random reasons except that the blackberry's are most succeptable and the fuckin' incredible seem to be a mixed bag. they are a little effected, but are still growing ok. The G13 Hazes must be strong as hell cause a couple of them still look picture perfect like in a magazine. my humidity is 50% with a humidifier off, 65%-70% with it on, but the condition started before I added it so I've ruled it out. i have 2 42w Flouros that run along the long walls to get extra light at the edges and beneath where my MH or HPS cannot penetrate. plants growing next to them are A ok, but when they started exhibiting symptoms they were only under the 2 flouros. I used regular organic potting soil mixed about 66% soil to 33% perlite. I mean, I have only given nutes once in veg phase, they were in their fifth week, so how could it be lockout? there is a VERY light organic starter fertilizer added at the beginning to the soil, at exactly 1/8 the reccomended strength. the stuff was peace of mind starter... like 4-5-4 or something like that but like i said it was at 1/8 strength... could that really be enough to cause nitrogen deprevation via root-lock? because organics are supposed to take awhile to break down, so how could it cause lock out at such a low strength?
