Define ROOTED Please

I have a few of questions as to what "rooted" means.

I took my first and second rounds of clones. Each round took about 3-4 weeks to root.

Now when I think of rooted I think of seeing the roots coming out the sides of the jiffy plug, like when starting from a seedling.

I read on here all the time about people saying their clones have rooted in like 5 days to 2 weeks. Are there clones roots popping out the sides of the jiffy or whatever medium they are using, or are they meaning it has some root because the plant stands on its own, etc?

I did take my clones from bigger branches which I understand takes a little longer but is this normal...am I doing something wrong for it to take this long? Should I take smaller cuttings?

I cut at 45 angle, peel back bottom fan leaf to expose top layer of stalk, dip in rooting gel, put into moist jiffy in plastic dome for clones, under 1 26watt cfl about 6-8 inches above dome. Temp stays at 78-83. Pull top of dome off for 2 hrs a day. Also mist 2x aday.

So how much root do I need for it to be "rooted," so I can transplant and flower?
 
Transplant when roots are showing. You can also transplant when roots are not showing by doing the "tug" test. If the shaft of the clone feels stuck in the Jiffy Pot when you tug it, then you can transplant then also. You DO run the risk of pulling the clone out of the Jiffy Pot during the "tug" test though.
