Deficiancy or Burn?

I've looked through the guides..I just feel like this could be any number of problems. This is day 26 from putting the seed directly into the dirt (no germination). I don't know what to do, its progressing really bad.

-Temps are running at 74-78 degrees F
-Fox farms ocean forest soil, recently transferred into a larger pot
-No nutes yet.
-250w worth of CFL 2700k/6500k mix

Growth appears to be way slower than my last plant. This is only my second grow, but my last was a regular bag seed and this is AK47Xlowryder#2 automatic. I assumed automatics would grow faster, but its not even keeping up with my last project that was dones really shitty (MG, no nutes, bad bulbs, ect)

It's probably the nutes... they ruin yellow at the new growth like that when they're deficient. Feed Em!

What's the humidity in there? your plants are too close to the medium

How recently did you transplant? If it is less than 3-4 weeks, do not feed them. FFOF is very hot soil and feeds at least that long. TBH I could be wrong but I think that may be a slight Mg deficiency. You may want to add some cal/mag I would start at a 1/4 dose.

But please consider other opinions and researching.

20%, they are close to the medium because i LST'd in the other pot.

There you go 20% is an extreme for Cannabis. You should at least up it by 15 points.
