2 weeks old indoor grow under a 130 watt cfl
i'm not sure what it is it's on both leaves, all i can think of is that it might be over watering

Over watering as u suspected... actually there is no such thing as over watering rather a lack of oxygen to the root zone

Water the entire pot. Not just around the plant.
