If i was to use a 400 watt and 600 watt hps in my flower room, at what stage of flowering would benifit from the most light? First have of flower or second half of flowering?

I ramp up my COBs during the last weeks of veg and run full blast all thru flower... If I had to choose it would be the second half for bulking and ripening...
