I current have a 3 week old outdoor bag seed plant that i topped 3 days ago...
Since i topped it, it has seemed to have stopped growing but is still stout, green, and follows the sun... Does topping them stunt their growth temporarily?

Also the very tip of one of my leaves is white... Ive never done outdoor or topped before but the white tip on my indoor was from over nutrients but thisone is just in the ground with sunlight and rainwater currently... Any ideas?
 
You've topped to early i think. Of course it will stunt the grow as it grows upwards. It will take about 2 weeks to recover.
 
As long as the plant has at least a couple nodes( very likely after three weeks) then there's no such thing as topping too early. Yes, of course you're stunting the vertical growth by topping, whether the plant is 4' or 4". A nice benefit in the meantime however is that the undergrowth( clone sites) will start to become a bit more vigorous
