It is up to you. Ideally, you want the plant to veg enough so it is big enough to grow and support big buds. But if you don't have vertical growth room then you are forced to flower early. Keep in mind the plant can double or in the case of Sativas/Sativa-heavy hybrids, triple or more in size after switching to 12/12. Another words, you are the best judge of when to switch to 12/12. I think 3 to 4 weeks of veg time is a pretty good average but it depends on so many factors I hesitate to even throw out those ball park numbers.

It is not difficult in a small grow to identify males and get rid of them. Once you see a male and female plant side by side you'll rarely have a problem telling them apart after.
