Could anyone diagnose? :(

My plant just started flowering outside, and it's bottom leaves have yellow spots, white clear spots on some, and they are very rough and scaly and dry. The rest of the plant is great though.

It looks like bugs, but I'm not sure.

I wouldnt worry about it too much, doesnt look too bad. Just make sure you dont stress them out, keep the grow area clean, and dont over feed the plants.
