Cooling question

Ok so here is the deal. I was wondering if a room can be kept adequately cool without venting/piping air out. I don't know if I'll be able to drill a whole in the roof. venting out a window/ using window ac unit is out of the question due to burglars. now if I'm able to use ducting I will probably get an enclosed reflector and just vent with an inline fan... Maybe even do an odor control and connect it to a floor vent.

But my real question is can a normal box fan keep a 600/1000w bulb from overheating the room if it's blowing right on it and I have a open winged reflector ? I plan on having plenty of circulation
