cooling problem

ok i striped out some old ufo's and used the drivers to build my lights. the drivers are 50w-hv350 45-65vdc 630ma max output 45w, the heatsinks are heatsink usa 5.4 profile 22" long, the fans are cooler master 120mm 1200 rpm 43-45 cfm. there are 4 cobs bridgelux vero 18 gen7 on each heatsink (3 heatsinks). problem i'm running pretty warm, i don't have a temp gun but i can feel they are hotter then i want. i can touch them without burning my hand but they shouldn't be this warm. i have the fans pushing but i think that is the problem as the fan only has maybe 3/16" from the fins. should i try them as pullers or should i build a spacer to get a bigger plenum under the fan. i'm open to suggestions.

i'm thinking it's a air movement problem as i really don't feel much air movement at the ends of the heatsinks. thinking about it i think it needs some kind of plenum instead of blowing straight into the cooling fins which i believe is disrupting the air flow. i will figure this out over the weekend.
